N2 - This chapter presents the first application of the four-level (4M) framework to clinical legal education in Europe, providing a theoretical lens for understanding the complex drivers, influences, and impacts of clinical programmes across diverse jurisdictions. Drawing from Scholarship of Teaching and Learning, the framework analyses clinical legal education at four interconnected levels: micro (individual academics and students), meso (law departments), macro (universities), and mega (national and international contexts). Through narrative review of European literature, the chapter identifies four key themes—integrating theory and practice within curricula, funding and resources, emergence of clinical networks, and the social justice mission. The analysis reveals that whilst Europe's legal traditions and contexts vary significantly, similar drivers and challenges exist across regions. Critically, the framework demonstrates that influence flows bidirectionally between levels, and sustained clinical programmes require support at all four levels simultaneously. This theoretical framework offers valuable insights for future clinical legal education development and research.
