Abstract
Reviews reforms to the Town and Country Planning (General Permitted Development) (England) Order 2015 Pt 20, to permit construction of up to two extra storeys on many purpose-built blocks of flats, without planning permission. Examines the restrictions on the permitted development right, the factors relevant to prior approval applications, the role of rights of light and restrictive covenants, and whether existing leases prevent the permission.
