Abstract

This chapter reviews the contractual management of custodial facilities, including those created under PFI prison construction and management contracts, by UK Conservative governments from 1979 to 1992. It is concluded with a reference to the successor Labour government's continuation of this policy after the 1997 UK General Election. It is is written from the perspective of a senior civil servant responsible for the delivery of this policy.
