title = "Expanding Study Support Nationally: Implications from an evaluation of the East Middlesborough Education Action Zone's programme",
abstract = "Study support will be expanded across the UK during the early years of the new century. It has become a central feature of the drive to increase pupil attainment and develop confident and socially able young people. This paper reports the rise of study support from an optional extra to key government strategy for school improvement. It then briefly outlines the findings from an evaluation of a recently developed study support programme funded by East Middlesbrough Education Action Zone and lists implications for the expansion of study support nationally which can be gleaned from the developments in Middlesbrough. In particular, despite the existence of a national framework for study support, it points to concerns resulting from its management being located at the school level. Most notably, a lack of monitoring and evaluation. The paper refers to the purpose of study support and highlights the pitfalls of moves to align it more closely with schools' quantifiable targets. The paper also alludes to wider concerns about the conceptualisation of educational disadvantage and suggests that the expansion of study support may not 'extend opportunity' and be as inclusive as advocates hope.",

note = "Funding Information: The government{\textquoteright}s commitment to study support is supported by research {\v Z} ndings. A report, The Bene{\v Z} ts of Study Support: a reviweof opinion and researc, hahs been published by the NFER. The authors observe that, {\textquoteleft}given the proposed expansion in study support, it seems timely to examine what is known about the bene{\v Z} ts of this type of provision{\textquoteright}. The report is based on a review of 62 project descriptions and research studies published in the previous ten years, and on a series of interviews with ten experts in the {\v Z} eld of study support. The review found a consistently positive picture of study support. Study support is considered to offer a range of bene{\v Z} ts to young people in relation to social, personal and academic development. The NFER report notes that {\textquoteleft}there would appear to be a particular need for access to study support for children from disadvantaged backgrounds{\textquoteright} (NFER, 19, p. 914). 9b Both Standards Fund and NOF eligibiliytcerira firtofudg naienuren-rd pinned by notions of equality of opportuniytand the belief that money should be spent on activities which bene{\v Z} t children and young people from {\textquoteleft}all backgrounds and abilities{\textquoteright}. However, there is recognition of the correlation between patterns of achievement and social origin, and there is a desire to see pupils from poorer backgrounds living in deprived areas being made a priority. The NOF has noted that it will {\textquoteleft}take disantagde intvo accaount{\textquoteright} in targeting its funding for study support and proposes to {\textquoteleft}target{\textquoteright} schools by using data on eligibilyifotr free school meals. The NOF and standards fund resources will be available from next year. In the meantime, the government has indicated that its most useful contribution to supporting and extending the national strategy for study support is through ensuring {\textquoteleft}that out-of-school activity makes a contribution to efforts to raise standards in the new Education Action Zons (EeAZs{\textquoteright} ).
