    Abstract

In this chapter, we build upon the previous work to demonstrate the purposefulness and goal-directed nature of relationality is analyzed using a conversation analytic approach. The chapter sets out the case that current information system practice, based on the data processing and distribution (DPD) paradigm, which is limited to observational and synthetic determination, that is to say, definition in terms of functions and capacities that are the consequence of designed structures, is expressively inadequate to address the requirements of relationality. Hermeneutic interpretation and the constitutive determination of lived experience are essential aspects of any complete conceptualization of relationality. On this basis, we apply the modelling process as a map of conversational processes linked by information generation and interpretation processes to create a definition and specification of a future Trusted Governable Platform fit for relational public service.
