Abstract

Many policy situations today are new in their scale and uncertainty. The nature of the problems policy makers have to address, the energy and dedication behind these programmes and the reach of their potential outcomes surpass many initiatives in the private sector. Policy makers are witnessing a change in their roles and finding themselves working with unfamiliar groups and conditions. They are building closer relationships with people who implement policies, particularly public managers and staff in public administration organizations. They also find it necessary to work more closely with citizens and stakeholders to develop and implement policies that are meaningful to them.
