Abstract

Key messages:
 The Equality Act protects disabled people, but claiming rights requires exhausting,
burdensome procedures that require constant self-advocacy.
 Flexible working alone cannot close the employment gap. Without reforming how disabled
people access equipment and support funding, flexible arrangements remain out of reach
for most disabled workers.
 Access to Work reform is urgent. Entitlements must be presumed and rapidly awarded.
